BY-LAWS:
Article I. Duties of Officers
Section I--The President shall schedule all meetings; call for and schedule Executive Board meetings; prepare agendas and preside at all business, Executive Board, program, and annual meetings; be an ex officio member of all Committees except Nominating Committee; appoint Chairs of Standing Committees; and serve as, or appoint / delegate, representative(s) to other organizations.
Section II--The First Vice President shall perform the duties of the President in his / her absence and, unless a nominee, shall supervise any contested election.
Section III--The Vice President of Communications shall be responsible for publishing press releases; for coordinating the dissemination PTO information to the newsletter, the web site, and related schools and organizations; and for chairing the Communications Committee.
Section IV --The Vice President of Membership shall insure that the PTO is a inviting, congenial, and accessible organization by welcoming new members and maintaining contacts with feeder schools and other OPRFHS parent groups; shall send a nominating form to all members before March 1st; and shall chair the Membership Committee.
Section V--The Vice President of Programming shall facilitate program ideas developed by the Executive Board.
Section VI-The Secretary shall record and report minutes of the Annual Meeting and any other meetings as directed by the Executive Board; and shall archive all reported minutes and official PTO documents during his /her term of office by transferring them to the incoming PTO Secretary and the appropriate OPRFHS archivist.
Section VlI-- The Treasurer shall prepare a preliminary budget in June to be developed by the Executive Board for approval by PTO members at the first fall PTO business meeting; shall receive and disburse monies according to the approved budget and to procedures and policies established by the Finance Allocations Committee; shall transact business using an account (approved by the Executive Board) bearing the PTO's name and tax identification number; shall keep an accurate record of all receipts and expenditures; shall present a financial report at all Business Meetings and at the Annual Meeting; shall enable an audit by the Audit Committee in January or as requested by the Executive Board; shall chair the PTO Finance! Allocations Committee, and shall transfer PTO books, monies, and other PTO property at the end of his/her term of office to the incoming PTO Treasurer.
